Card Transaction Declines: Causes and How to Fix Them

Why are card transactions declined?

Card transactions can be declined for several reasons, including an issuer bank outage or service disruption, a locked card, merchant restrictions, balance shortfall, authorization timeouts, fraud or security filters, regional restrictions, or merchant-side network and processing issues.

What should you do first?

  1. Try the card again at a different merchant.
  2. Check that the card is active and not locked.
  3. Confirm your available balance covers the full amount, including any fees or FX charges.
  4. If a service disruption is in progress, wait until service is restored before trying again.

What if the card shows as locked?

If the card was manually locked, unlock it before trying another transaction. Once unlocked, retry the payment at a different merchant if needed.

What if the issue is caused by a service disruption?

When there is an issuer bank outage or banking migration, card creation, activation, redemptions, balance checks, transactions, and refunds may be affected. During this type of disruption, transactions may remain temporarily unavailable until service is restored. In some cases, a refund and replacement card may be issued once the case is resolved.

How can you reduce future declines?

  • Use a merchant that accepts prepaid or virtual cards.
  • Retry the transaction after a temporary merchant-side issue clears.
  • Make sure your balance covers the full charge, including any conversion or additional fees.
  • Share the merchant name and any error message if the decline continues so it can be investigated further.
